Background:
Many Chinese cities suffer from very high air pollution. Levels of
particulates and sulfur dioxide are often very high and acid rain is severe
and widespread in China. Benxi is a highly industrialized city with high
levels of air and solid waste release. Benxi covers an area of 43.2 sq. km.
and is host to more than 500 enterprises. Many of the factories used
outmoded technology with relatively high levels of energy and raw material
consumption with respect to output.
Objectives:
The project is designed to help reduce the social, economic and
environmental impact of air pollution in Benxi by promoting Cleaner
Production Technologies and by encouraging a shift in the industrial base
from resource intensive, inefficient heavy industry to cleaner, lower
polluting production facilities. The project has two main objectives:
1) to identify possible production modifications and industrial
restructuring options and 2) to strengthen the Municipal Capacity for Clean
Technology Promotion in Benxi.
Strategy:
There are two main elements in the project's strategy: 1) to develop CP
techniques and 2) to reduce Benxi's reliance on heavy industry. The project
will identify a range of no-cost/low-cost and medium-cost/high-cost clean
production measures that will allow municipal officials to pursue a
cost-effective and environmentally sound programme of industrial
transformation. In accordance with the city's Agenda 21, the project
will develop the capacity of the Municipal Government to identify
appropriate clean technologies, conduct clean technology audits and promote
the widespread adoption of clean production, The project will also
assist the city to shift its industrial base towards a cleaner and more
environmentally friendly base.
Benxi will work within the framework of a broader national programme for
air pollution control which includes activities in four other cities --
Guangshou, Xi'an, Beijing and Guiyang. A programme support project for urban
air pollution management will coordinate the activities carried out by the
five cities in order to create economies of scale, promote
cross-fertilization, and synthesize the findings and disseminate them to all
concerned cities in China.
Activities:
There have been environmental audits in four pilot factories with
another 11 in progress. The completed audits show substantial environment
effects and good economic returns. A Management Information System (MIS) is
being planned.
