Sino-Norwegian Cooperative Programme on Cleaner Production (Phase I+II)

Project Description

Phase I

 

 

Purpose:

To develop Chinese expertise on cleaner production and set up demonstration enterprises for cleaner production in selected industrial sectors

Period:

1994-1995

Products:

  • Cleaner production audits for 16 pilot companies conducted and 30 auditors intensively trained

  • China International Training Centre for Sustainable Development (CITCSD) was initiated.

Project Activities:  Project activities mainly consisted of plenary training courses, project implementation in companies and research program on CP. Companies participating in 1994-1995 included Beijing No. 3 Chemical Plant, Beijing Organic Chemical Plant, Beijing Eastern Chemical Plant, Beijing Yanshan Petrochemical Group Refinery, Beijing Yanshan Petrochemical Group Polyester Plant, The Capital Iron and Steel Group No. 2 Wire Rod Mill, Beinei Group Forging Company, Beijing Changkong Machinery Corporation, Beijing Diesel Locomotive Depot, Beijing Matushita Colour CRT Co. Ltd., Beijing Erqi Telecommunication Plant, Beijing Yanjing Brewery Group Co., Beijing No. 3 Printing and Dyeing Mill, Beijing No. 2 Worsted Mill and Beijing No. 7 Paper Mill.  (See links to case studies below.)

During the plenary training, the participants from these companies learned the principles of CP, the methodologies for the minimization of waste, and the methods and principles of feasibility analysis of CP options. They also studied examples of factories around the world that had successfully implemented CP strategies. Under the guidance of Chinese and Norwegian experts, these companies implemented CP options with little or no investment during the assessment, while carrying out CP demonstration projects on identified production lines.

The research program included 2 activities: "Research Report of Disseminating and Implementing CP in Beijing" and "Best Practices Guide for CP Program in China." 

Results Achieved: The Norwegian and Chinese experts evaluated all the project activities. Thirty-five trainees were awarded the Norwegian NIF "Professional Development Certificate." 

The 15 involved companies came up with 339 CP options, including 135 ideas for improved housekeeping, 47 for recycling and reusing substances, 31 for changing raw materials, 122 for modifying equipment or technologies, and 4 others. Of these, 158 were adopted without any significant investment. Instead, they led to savings of 13.34 million yuan and the reduction of waste water by 110,000 tons per year, of COD by 370 tons and of solid waste by 18 tons, by the end of 1995. They are expected to save 48.74 million yuan and to reduce waste water by 230,000 tons COD by 600 tons and solid waste by 24 tons annually. 

Concluding Remarks:  This demonstration shows that about 10-20% of all current industrial waste discharges could be reduced by economically profitable procedures, including simple recycling, minor modifications of production processes, raw material changes and better monitoring and process control. This can be done with small investments and has a short payback period. An additional 25-30% of pollution can be reduced with the implementation of medium and longer term CP options, mainly technical modifications. 

Phase II

Sino-Norwegian Cooperative Programme on Cleaner Production (Phase II) will be conducted in 1997-1998

Establish two pilot industrial sectors--- chemical and brewery --- to implement cleaner production in 20 companies in Beijing, establish Beijing as a cleaner production pilot city and formulate a government cleaner production policy; train 60 participants as cleaner production experts
