Work Plan Summary
for 2003-2004

2003 to March 31, 2004 (Fiscal Year 2003-04)
INTRODUCTION
The work plan presented has been developed based upon the
implementation of the project to date and discussions with the Chinese Project Office, CIDA and the CEA
throughout the course of the Fiscal Year 2002-2003. This work plan represents the
seventh annual work plan for the China-Canada Project in Cleaner Production (CP), and is broken
down as follows:

1. POLICIES AND REGULATION
FOR CP IMPLEMENTATION
There were significant advances
with regard to the national strategy for CP in China over the course of the last
fiscal year, with the passage of China's Cleaner Production Promotion Law in
June 2002. Effort has shifted to supporting the implementation of this
legislation. The local expert group will undertake the majority of this work.
Activities will include:
-
assisting in the development
of a "Questions and Answers about the Law" document;
-
support for the new policy
initiative on the Circular (Recycling) Economy;
-
support of a strategy for the
adoption of CP in the petrol and petrochemical sector;
-
support for the development of
action plans for demonstration enterprises that are models of conservation
and CP;
-
analysis of existing case
studies to determine the reasons for success or failure in the
implementation of CP and environmental management systems;
-
assisting in developing a
Action Plan for the voluntary implementation of CP in the target sectors;
-
monitoring eco-efficiency at
selected industrial parks;
-
acquisition of portable
monitoring and detection equipment to measure volatile organic compounds for
environmental audits; and
-
support of the Pollution
Prevention Centre.

2. CP DEVELOPMENT PLAN FOR
PRIORITY SECTORS
The work plan for 2003-2004 is a
continuation of efforts started in 2002-2003 in the the two new industrial
sectors, namely the non-ferrous metals sector and the crude oil extraction
sector. This year's objective is to generate the sector guideline for the
non-ferrous metals industry sector and a draft guideline for the crude oil
extraction sector.
Activity 1: Crude oil extraction
sector industry audit at Lun
Nan oilfield.
Activity 2: Inspections of
additional oil fields to collect data required to generate a guideline for the
crude oil extraction process.
Activity 3: Production of a draft
Table of Contents for crude oil extraction CP guideline.
Activity
4: Production of a draft CP audit manual and guideline for the crude oil
extraction sector. Activity
5: Production of a draft CP audit manual and guideline for the non-ferrous
metals sector. This audit manual will cover nickel smelting and refining. Activity
6: Identification of a complete list of CP options for the Jinchuan
refinery, and selection of options for implementation. Approximately 5
priority CP options will be established jointly with the managers of the
plant. Activity
7: Preliminary engineering for the implementation of up to 5 selected CP options
at the Jinchuan plant. Activity
8: Procurement of monitoring equipment for Jinchuan nickel plant. Activity
9: Implementation of CP solutions by Jinchuan plant. The technical team will
provide on-site assistance in this implementation. Activity
10: Monitoring. A monitoring plan for the assessing CP opportunities and results
will be prepared for the Jinchuan refinery.

3.
TRAINING,
AWARENESS RAISING, AND GENDER EQUALITY
Training and awareness raising
activities will continue to focus on the 10 Demonstration
Cities and on the Western Regions, which is consistent with the priority of the CP
Demonstration Program and the Western Development Strategy of the Chinese
government. Activities will also support the new Cleaner
Production Promotion Law.

AWARENESS RAISING
In the new CP Law, awareness
raising has been identified as a high priority. The activities of the project
will support this by dissemination of its existing awareness-raising materials
(video, newsletters, fact sheets) and by the production of additional
materials. The Chinese language CP books have been in tremendous demand
and CDs are easier to distribute as well as more cost effective.

GENDER EQUALITY (GE)
Activity 1: Training and Awareness
Raising
This will include gender training to Women and Environment Network (WEN) workers
and Project staff. Members of WEN will then assist in delivering gender
awareness-raising sessions at the plants. A gender equality working group will
identify issues and actions at the Jinchuan plant. When possible, gender
sessions will be delivered together with other CP training opportunities, both
in China and in Canada.
Activity 2: Inclusion of gender
considerations into other project activities
Gender considerations will be included in the CP guidelines and the CP Knowledge
books.

4.
CP INFORMATION SYSTEMS
During 2003-2003 the emphasis will
be:
-
to strengthen the capacity of the
project management to develop and maintain the information technology
software and hardware infrastructure necessary to support the promotion of
CP
-
to continue development and to
maintain the database of CP experts in China and to initiate development of
other databases required to fulfill the project management unit's mandate
-
to review and refresh the
content of both the Chinese and English language websites, particularly with
respect to increasing emphasis on the new CP Promotion law and on new
sectors and geographic regions being serviced by the project
-
to initiate the transfer of
responsibility for content development and management of the English
language website to the project management unit
-
to develop and maintain a
Frequently Asked Question (FAQ) facility on the Chinese language website in
conjunction with the capacity to bulk email newsletters, press releases,
etc. to a selected list of interested individuals and organizations
-
to continue aggressive
promotion of the website, with a goal to increasing use from 50,000 page
requests per month to at least 60,000 page requests per month by the end of
the fiscal year
