China Canada Cooperation Project in Cleaner Production
Work Plan Summary for 2002-2003 Period April 1, 2002 to March 31, 2003 (Fiscal Year 2002-03) INTRODUCTION The work plan presented has been developed based upon the implementation of the project to date and discussions with the Chinese Project Office, CIDA and the CEA throughout the course of the Fiscal Year 2001-2002. This work plan represents the sixth annual work plan for the China-Canada Project in Cleaner Production (CP), and is broken down as follows: 1. POLICIES AND REGULATION FOR CP IMPLEMENTATION In accordance with the project extension plan, efforts will continue to support the completion and implementation of the National CP legislation. The Chinese expert group will continue to assist SETC in refining the draft legislation, and continue to compare international CP experience, documentation and legislation. It is hoped that the Chinese legislation will be approved by December 2002. The expert group will also be assisting with the adoption of CP principles in strategic industrial sectors, including petrochemical and other priority sectors, by examining case studies and developing action plans. They will also assist SETC in selecting industrial parks for demonstrating eco-efficiency, with an emphasis on development in the western regions of the country and on promoting the voluntary adoption of CP principles by enterprises. 2. CP DEVELOPMENT PLAN FOR PRIORITY SECTORS The work plan for 2002-2003 will tie up loose ends from previous years and begin activities in the two new industrial sectors, namely the metallurgical sector and the crude oil extraction sector. Activity 1: Complete the CP guidelines for the brewery industry. Activity 2: Provide technical assistance, as the Chinese Project Office may require, regarding the publication of manuals, guidelines and sector solutions for the brewery sector. Activity 3: Perform pre-audit for industrial sector 5, non-ferrous minerals. The procedure to be followed for this sector will be basically the same as for the previous 4 sectors (see previous workplans) except that the facility to be audited (the Jin Chuan Metal Corporation in Jin Chuan City, Gansu Province) has already been chosen by the Chinese Project Office. Activity 4: Perform pre-audit for industrial sector 6, crude oil extraction. The procedure to be followed for this sector will be the same as for sector 5. The Chinese Project Office has chosen the Lun Nan Oil Field in Xinjiang Province for auditing. Activity 5: Perform audit for industrial sector 5, non-ferrous minerals. This activity will follow Activity 3, and will include identifying environmental emissions and preliminary CP options. Activity 6: Provide technical assistance to the Wuming Brewery, to implement CP solutions and audit the solutions implemented. Activity 7: Procure monitoring equipment for Chinese Project Office for facilities in sectors 5 and 6. 3. TRAINING, AWARENESS RAISING, AND GENDER EQUALITY Training and awareness raising activities will continue to focus on the 10 Demonstration Cities, particularly those in the Western Regions, which is consistent with the priority of the CP Demonstration Program and the Western Development Strategy of the Chinese government.
AWARENESS RAISING The project will support awareness raising in the following ways:
GENDER EQUALITY (GE) This year's GE activities will include trying to identify how gender equality can be integrated in the implementation of the CP Promotion Law. A local GE consultant will be recruited. A study will be undertaken in the Western Provinces to identify needs and develop a GE work plan for the project extension. GE sessions will be offered in demonstration plants, using Fuyang as a model site for GE. There will be a GE component for all Canadian study tours. Support will continue for the work of the Women and Environment Network. Major activities will include:
