Work Plan Summary for 2001-2002

Period April 1, 2001 to March 31, 2002 (Fiscal Year 2001-02)

INTRODUCTION

The work plan presented has been developed based upon the implementation of the project to date and discussions with the Chinese Project Office, CIDA and the CEA throughout the course of the Fiscal Year 2000-2001. This work plan represents the fifth (and final) annual work plan for the China-Canada Project in Cleaner Production (CP), and is broken down as follows:

  3. Training, Awareness Raising, and Gender Equality

  4. CP Information Systems

1. POLICIES AND REGULATION FOR CP IMPLEMENTATION

The Chinese expert group will continue their case study review, derive lessons learned, and translate them into policy elements that can be considered as part of the legislative drafting and consultation process of the National People's Congress as they finalize the National CP Legislation. The adoption of this legislation is expected in the year 2003. The Chinese expert group will extend its efforts in case study examination towards projects in Western China, with a focus on enterprises in the fine chemical, metallurgical and textile sectors, to determine if these sectors require policy adjustments. A new initiative of the expert group will be to examine the interrelations between ISO 14000 and CP, and to consider how they may be related to WTO admission.

2. CP DEVELOPMENT PLAN FOR PRIORITY SECTORS  

By the end of this fiscal year, the manuals and guidelines for all 4 sectors (pulp & paper, fertilizer, chlor-alkali/PVC and brewery) should be complete. The goal of the project will be to extend the success of the demonstration plants into other plants, to ensure the new capacity to audit and implement CP is durable. The following activities will be pursued:

Activity 1: Provide technical assistance, as the Chinese Project Office may require, regarding the publication of manuals, guidelines and sector CP solutions for pulp & paper, fertilizer and chlor-alkali/PVC sectors

Activity 2: Prepare CP guidelines for the brewery industry sector -the same methodology will be used as in the other sectors: (steps 1 and 2 are already complete)

  1. Collect information on the sector in China

  2. Identify about 6 representative plants for initial inspection

  3. Produce a baseline analysis report

  4. Chose one plant for in-depth auditing

  5. Conduct a pre-audit of that plant

  6. Conduct an audit of that plant

  7. Produce a draft and then final guideline.

Activity 3: Develop a list of CP options for implementation at the brewery which is to be audited

Activity 4: Provide Technical Assistance for the implementation of CEpH bleaching in a pulp mill to be selected. 

Activity 5: Monitor progress and performance at all facilities audited to date as a part of the program

Activity 6: Procure monitoring equipment for Chinese Project Office

Activity 7: Extend activities in the 4 sectors, with special attention to facilities in China's Ten Demonstration Cities.

Activity 8: Produce a CP Audit training course for brewery sector.

3. TRAINING, AWARENESS RAISING, AND GENDER EQUALITY

Training and awareness raising activities will continue to focus on the 10 Demonstration Cities, particularly those in the Western Regions, which is consistent with the priority of the CP Demonstration Program and the Western Development Strategy of the Chinese government.

AWARENESS RAISING

The project will support awareness raising using:

  1. Semi-annual Project Newsletter

  2. Fact Sheets - to be produced on Health and Safety and Environmental Protection

  3. Project Internet Web Site

GENDER EQUALITY (GE)

The final year of the project's GE activities will be directed towards leaving its partners in a strong position on gender awareness and commitment to GE, as well as towards spreading the awareness of gender issues as widely as possible among project partners and participants. Workshops and motivational sessions will be held at each of the demonstration plants, and support will continue for the work of the Women and Environment Network in their efforts to supply GE training in the workplace, in women's groups and in schools.

4. CP INFORMATION SYSTEMS

Major activities will include:

  • Transferring the web site to a server in China, including setting up server hardware and software (SETC has incorporated the web site as part of its ongoing CP activities, and the web site was redesigned to reflect this.)

  • Ensuring the sustainability of the bilingual English/Chinese web site, the networks and applications implemented during the project

  • Improving the content on the web site, to cover new sectors, more participating factories and organizations, and to allow online training and answers for technical questions 

  • Developing small database applications to assist project management and factories

  • Preparing a case study on the impact of information technology training during the project
