China Canada Cooperation Project in Cleaner Production
Work Plan Summary for 2000-2001 Period April 1, 2000 to March 31, 2001 (Fiscal Year 2000-01) INTRODUCTION The work plan presented has been developed based upon the implementation of the project to date and discussions with the Chinese Project Office, CIDA and the CEA throughout the course of the Fiscal Year 1999-2000. This work plan represents the fourth annual work plan for the China-Canada Project in Cleaner Production (CP), and is broken down as follows: 1. POLICIES AND REGULATION FOR CP IMPLEMENTATION The Chinese expert group will continue to examine case studies to determine "lessons learned" that might require policy adjustments. Canadian experts in the policy area will be a sounding board for their Chinese counterparts, and will provide guidance in conducting case studies. The experts will make final recommendations to SETC on policy adjustments/requirements for new national CP legislation . Go to top2. CP DEVELOPMENT PLAN FOR PRIORITY SECTORS This work plan will lead to the completion of guidelines for three sectors, completion of pre-audit activities in the fourth sector, and providing advice to the Chinese engineers in CP audits at additional locations. More sector experts will be traveling to China this year than last year, because of the extension into additional factories. CP GUIDELINES AND SECTORAL CP SOLUTIONS Activity 1: Finalization of manuals, guidelines and sectoral CP solutions for first two sectors - fertilizer, pulp and paper - including production of a CD ROM for CP audit manuals. Activity 2: Preparation of CP guidelines and audit manual for third sector - PVC/Chlor-alkali sector, and audit of Quzhou plant. Activity 3: Preparation of CP guidelines for fourth and final sector - alcohol industry. The same methodology will be used as in the other sectors:
(Activities 6 and 7 will be done in the next fiscal year.) IMPLEMENTATION OF CP SOLUTIONS Activity 4: Finalization of CP solutions implementation at Anhui Paper Mill and inspection. Activity 5: Conducting CEpH bleach tests for wheat straw pulping at Anhui Paper Mill, to determine if it should change from a CEH to a CEpH process. Activity 6: Monitoring progress and performance at Fuyang Chemical and Anhui Paper. Activity 7: Development of a prioritized list of CP options for implementation at Quhou PVC/Chlor-alkali plant, based on its CP audit. The Canadian team will provide technical assistance, and produce a report on the progress. Activity 8: Extension of activities in the pulp and paper and fertiliser sectors. Additional plants in the first two sectors will be identified, and Chinese experts will perform audits and implementation, to ensure transfer of skills. Activity 9: Workshop for pulp and paper industry design institutes, similar to the one for the fertiliser sector. 3. TRAINING, AWARENESS RAISING, AND GENDER EQUALITY

GENDER EQUALITY The level of gender awareness and support from project partners has grown considerably after almost two years. The demonstration plants are willing to hire and promote more women. The project will continue to support the Gender Equality Working Group and the Women and Environment Network in their efforts to supply GE training in the workplace, in women's groups and in schools.
