Work Plan Summary for 1999-2000

Period April 1, 1999 to March 31, 2000 (Fiscal Year 1999-2000)

 INTRODUCTION

The work plan presented has been developed based upon the progress of the project implementation to date and discussions with the Chinese Project Office, CIDA and the CEA throughout the course of the Fiscal Year 1998-99. This work plan represents the third annual workplan for the China-Canada Project in Cleaner Production (CP), and is broken down as follows:

  1. Policies and Regulations for CP Implementation
  2. CP Development Plan for Priority Sectors
  3. Training, Awareness Raising, and Gender Equality
  4. CP Information Systems

1. POLICIES AND REGULATION FOR CP IMPLEMENTATION

Case study examination and its linkage with fiscal policies will be continued. Canadian experts in the policy area will be a sounding board for their Chinese counterparts. This effort will examine case study experience to determine where, or if, policy lessons might be learned that require new policy directions. Canadian experts will set aside two days per month and make one trip to China, linked to the training initiative with the design institute. The Chinese expert group will continue the case study review. Lessons learned from the case studies will be applied to complicated cases in the larger cities of Beijing, Shanghai and Chongqing. The review work will include collection of feedback regarding CP implementation, workshop organization, and making recommendations about a national CP implementation policy framework.

2. CP DEVELOPMENT PLAN FOR PRIORITY SECTORS

The work plan involves completing implementation of CP solutions at the Fuyang fertiliser factory and at the Anhui Paper Mill, the production of a draft manual and guideline for the third sector to be covered by the project, and the extension of activities pertaining to the fertiliser sector. This plan involves five technical missions to China.

CP GUIDELINES AND SECTORAL CP SOLUTIONS

Activity 1: Finalize manual, guidelines and sectoral CP solutions for fertiliser sector

Activity 2: CP guidelines for a 3rd industrial sector (PVC Industry)

Activities for 3rd Sector:

  1. Inspection of 4-5 factories in the sector to establish a technology profile for the sector.
  2. More detailed inspection within a single factory. This inspection would be similar to the pre-audit; however, no detailed process audits will be performed as in the fertiliser and pulp and paper sectors, because no actual CP implementation is to result.
  3. Second inspection, to identify the CP options which might be applicable.
  4. Inspecting additional 4-5 plants in order to confirm that the proposed options developed at the pilot plant are reproducible in other plants.
  5. Production of a draft manual/guideline for the PVC sector.

IMPLEMENTATION OF CP SOLUTIONS

Activity 3: Finalize implementation of CP solutions at Fuyang Chemical General Works

Activity 4: Implement CP solutions at Anhui Paper Mill

Activity 5: Support to monitoring performance of Fuyang Chemical General Plant and Anhui Paper Mill

Each mission to China will be used as an opportunity to discuss progress with counterparts and to evaluate performance. When the team is in Canada, it expects to receive regular reports on environmental performance by e-mail. Performance monitoring involves coordination with the CP information system, specifically with respect to creating and supporting computerized databases for recording and processing monitoring data.

Activity 6: Extension of activities in fertiliser sector

This sector is made up of approximately 800 factories which all apply similar technology, providing an opportunity to reproduce cleaner production solutions in a great many factories.

Part A: Introducing Cleaner Production at the design level: Workshop with design institutes

The work plan proposes to conduct a workshop with Chinese Design institutes, in order to extend awareness of CP and help insure that all new design work, for upgrades, modifications or new industrial infrastructure, respects the principles and the application of Cleaner Production measures.

Part B: CP solutions for the gasification area

This part of the project extension will support work already initiated by the Chinese team. It will seek feasible solutions for the fertiliser sector, in particular regarding dry vs. wet scrubbing, treatment or recycled water, and separate water circuits vs. combined water circuits.

 AWARENESS RAISING

Opportunities for awareness raising include:

  1. Semi-annual Project Newsletter
  2. Production of two brochures to promote CP and disseminate information in the two industry sectors in Anhui and other regions.
  3. CP Video Production – A promotional video is currently being produced; the possibility exists of producing a video specifically for the fertilizer industry using the Fuyang demonstration.
  4. Project Internet Web Site

 GENDER EQUALITY

Local and Canadian Gender Equality consultants will be working at the factories, and at provincial and national levels towards raising awareness and support for gender equality. They hope to identify two additional local consultants, located near each factory, perhaps from the municipal-level Women’s Federation, who can be trained to help guide and support gender equality activities at the factories. They plan to help the new Women and Environment Network become a sustainable independent organization.

 4. CP INFORMATION SYSTEMS

The IS work plan is based on:

  1. Enhancement of the bilingual English/Chinese web site, including developing more original material and adding more reciprocal links
  2. Designing and implementing applications for CP monitoring, data storage and analysis at the factory level, and identifying and testing specialty applications for activities such as ISO14000 implementation and management, and assisting participants to develop databases.
