Demonstration factories were
selected at Fuyang and Huainan in Anhui province. Details on the factories are

Environmental
Consultants is a sole proprietorship established by its principal, Mr. Peter M. Higgins in
1996. Mr. Higgins was for many years a senior administrator in the Canadian Department of
the Environment. His experience spans more than 30 years, and includes public service at
all three levels of government in Canada, municipal, provincial and federal, as well as
private sector experience as an environmental consultant. His consultancy is
focused on
environmental policy, environmental law and regulations, institutional strengthening and
capacity building. Mr. Higgins has worked in Brazil, Pakistan, Chile, Nepal, the People's
Republic of China, Turkey and Romania. In his private sector experience he has worked with
environmental agencies in Pakistan, China, Chile and Nepal. His clients have included the
International Finance Corporation (the private sector arm of the World Bank), the Canadian
Environmental Assessment Agency, Industry Canada, Environment Canada, Coopers &
