Status Report: Project Implementation
Summary from Semi-Annual Report No. 13, April 2003- September 2003

During this reporting period, work was slowed but not stopped in all areas due to the SARS events occurring between April and July 2003. Planned trips to and from China were postponed, and travel within China was reduced.

Policy and Regulation for CP Implementation

The objective for policy and regulation activities is to change the focus of industrial pollution control from end-of-pipe treatment to pollution prevention through cleaner production. Effort for the four-year project extension is focused on supporting the development of CP legislation and on assisting with implementation of the new Cleaner Production Promotion Law which came into effect January 1, 2003.  

The document "Questions and Answers for Implementing CP Law" was completed and published as part of the CP Knowledge series. It is an important support tool to local administrators and enterprises, providing clear answers on how to make necessary changes, and it is a key element in the government's CP awareness raising campaigns. Other CP policy documents and operations manuals have also been acquired and translated, and a draft analysis of CP implementation obstacles with recommendations for more effective governance was produced. The new Chinese focus on the Circular Economy (CE) was supported by the provision of Canadian experience materials related to the reduction of packaging materials.

CP Development Plan for Priority Sectors   

Work was previously completed on CP manuals and guidelines for the first four priority sectors, Pulp and Paper, Fertiliser, Chlor-alkali/PVC and Brewery.  

Following the CP audit in the fifth sector, Non-Ferrous Metals, a list of CP options for the Jinchuang Nickel Smelter and Refinery was produced.

Work in the sixth sector, Crude Oil Extraction, included a pre-audit report for Lun Nan Oilfield and the commencement of a draft CP guideline and audit manual.

Training and Awareness Raising

The Chinese government has set CP as one of China's top strategic policies for sustainable development. The new CP Promotion Law is essential for the implementation of CP nationwide. There are tremendous needs for training and awareness raising associated with this. While these needs are beyond the original project design, the project has selected some activities to support. These activities support the Ten Demonstration Cities and additional demonstration plants, and enhance project impacts. 

There were fewer training opportunities during this reporting period because of SARS. Some planned events were postponed but the following two training activities were carried out.

  • Gender and Environment Workshop, Sept 6-7, 2003, in Beijing, 19 participants
  • Academic placement for ESL and technical training in Canada, 1 participant

Awareness-raising efforts included:

  • Newsletters and fact sheets were used for awareness raising at workshops, seminars, conferences and other activities.
  • The Project video (May 1999, versions in Chinese and English) The video continues to be used extensively for awareness raising. It highlights CIDA's contribution in supporting China's cause of environmental protection through cleaner production.   
  • CP Knowledge Book Series - Volumes 1-10 continue to be distributed to enterprises throughout China. Two additional volumes, 11 and 12, are in preparation.
  • Questions and Answers for the CP Promotion Law (Volume 9 of CP Knowledge Series) was made available on-line (full text in Chinese only)
  • Support for the Women and Environment Network 
  • Training materials from the Gender and Environment workshop are available on the project website

Gender Equality (GE)

The Women and Environment Network (WEN) has been highly successful in publicizing environmental issues, especially through Chinese newspaper articles and environmental forums. WEN continues to post information related to gender and cleaner production on its web site.

Participation by women in project activities has been maintained at high levels. The website (particularly the Chinese language site) has also been a useful means for communicating about gender and environment issues. Gender materials on the English language site were improved during this reporting period.

CP Information Systems

Both the English and Chinese language web sites now include comprehensive information on Cleaner Production in China and this project, since it is NDRC's official CP in China site. The web server installed in China (URL: http://www.chinacp.org.cn) is running with no major interruptions. Usage of the web site continues to increase. (See User Statistics.) A breakdown by country of users who access the site shows that more than half of them are within China.

Upgrading of site content continues in both languages and the sites are updated in parallel, with the Chinese office managing the Chinese version. Important project documents, such as newsletters, conference papers and fact sheets are available through both English and Chinese sites. The Chinese version of the new CP Promotion Legislation and an official English translation are among the most popular sections of the site.
