China-Canada Cooperation Project in Cleaner Production
Status Report:
Project Implementation Policy and Regulation for CP Implementation The objective for policy and regulation activities is to change the focus of industrial pollution control from end-of-pipe treatment to pollution prevention through cleaner production. Effort for the four-year project extension is focused on supporting the development of CP legislation and on assisting with implementation of the new Cleaner Production Promotion Law which came into effect January 1, 2003. During this reporting period, a five-year summary report on Policy and Regulation was completed. Also, a five-year review of case studies and lessons learned was completed and a summary provided to the Chinese government. This information is an important tool for explaining the benefits of CP and the roadblocks to its implementation in CP Promotion Law training seminars. Other supports for CP legislation included working on the development of a CP auditing procedures protocol (as mentioned in Article 28 of the new legislation) and the preparation of a Questions and Answers document on CP, which is to be published as part of the CP Knowledge series. CP Development Plan for Priority Sectors Work was previously completed on CP manuals and guidelines for the first four priority sectors, Pulp and Paper, Fertiliser, Chlor-alkali/PVC and Brewery. Work on the fifth sector, Non-Ferrous Metals, included completion of the pre-audit report and CP audit at Jinchuan Nickel Plant. Some of the tasks in this process were measurement of SO2 emissions and liquid effluents, analysis of CP solutions, and training at the plant. Priority areas for implementing CP options were agreed upon with plant management. A pre-audit in the sixth sector, Crude Oil Extraction, was conducted at Lun Nan Oilfield. Training and Awareness Raising The Chinese government has set CP as one of China's top strategic policies for sustainable development. The new CP Promotion Law is essential for the implementation of CP nationwide. There are tremendous needs for training and awareness raising associated with this. While these needs are beyond the original project design, the project has selected some activities to support. These activities support the Ten Demonstration Cities and additional demonstration plants, and enhance project impacts. Training opportunities in China during this reporting period included:

Gender Equality (GE) In this reporting period, a new gender advisor was hired in China to work with factories in their implementation of gender equality. A Gender Equality Working Group was formed at the new project demonstration site, Jinchuan Nickel Smelter. The Women and Environment Network (WEN) has been highly successful in publicizing environment issues, especially through Chinese newspaper articles and environmental forums. Participation by women in project activities has been maintained at high levels. The website (particularly the Chinese language site) has also been a useful means for communicating about gender and environment issues. CP Information Systems Both the English and Chinese language web sites now include comprehensive information on Cleaner Production in China and this project, since it is NDRC's official CP in China site. The web server installed in China (URL: http://www.chinacp.org.cn) is running with no major interruptions. Usage of the web site continues to increase. (See User Statistics.) A breakdown by country of users who access the site shows that more than half of them are within China. Upgrading of site content continues in both languages and the sites are updated in parallel, with the Chinese office managing the Chinese version. Important project documents, such as newsletters, conference papers and fact sheets are available through both English and Chinese sites.
