China-Canada Cooperation Project in Cleaner Production
Status Report:
Project Implementation Policy and Regulation for CP Implementation The objective for policy and regulation activities is to change the focus of industrial pollution control from end-of-pipe treatment to pollution prevention through cleaner production. Effort in the four-year project extension is focused on facilitating the completion of the Cleaner Production Promotion Law and assisting with its subsequent implementation. During this reporting period, some adjustments were made to 2002 work plans, because the CP law was passed more quickly than was anticipated. Three additional Chinese experts were added to the locally-hired expert group to provide specific expertise in the new sectors (non-ferrous metals and petroleum extraction) and in voluntary action plans for enterprises to go beyond the requirements of the basic law. A case study at a refinery in Zhejiang Province was completed, and a five-year review of case studies and lessons learned was completed and provided to SETC. CP Development Plan for Priority Sectors Work was previously completed on CP manuals and guidelines for the first three priority sectors, Pulp and Paper, Fertiliser and Chlor-alkali/PVC. A CP manual and guideline for the fourth sector, Brewery, was completed. Many CP solutions have been identified, focused mainly on the operations side of breweries because of the big return on investment for those solutions. Collaboration and support from the Jinchuan plant were beyond expectations, and preparations for the next audit are virtually complete. Planning and logistics for a pre-audit for the second new sector, Crude Oil Extraction, are complete. The organization chosen for auditing is Lun Nan Oilfield. Training and Awareness Raising The Chinese government has set CP as one of China's top strategic policies for sustainable development. The new CP Promotion Law is essential for the implementation of CP nationwide. There are tremendous needs for training and awareness raising associated with this. While these needs are beyond the original project design, the project has selected some activities to support. These activities support the Ten Demonstration Cities and additional demonstration plants, and enhance project impacts. During this reporting period, one group of eleven Chinese trainees (including two women) visited Canada for a study tour. The trainees included senior government and industry representatives. The tour visited government agencies, industries, and environmental NGOs, and included a training program on ISO14000/EMS. The objectives of this study tour were
Two academic placements for ESL and technical training also took place in Canada (one man and one woman.) Other awareness raising efforts included the ninth issue of the project newsletter. This and previous newsletters and fact sheets were used for awareness raising at workshops, seminars, conferences and other activities. The project video (May 1999, versions in Chinese and English) continues to be used extensively for awareness raising. It highlights CIDA's contribution in supporting China's cause of environmental protection through cleaner production. With assistance from the project, the CP Knowledge Book Series was published and distributed throughout China. These materials assist with training and awareness raising and promote sustainability of project impacts. They are essential to Chinese government initiatives to popularize CP through the 10 Demonstration Cities Program in priority sectors and to promote the West Development Strategy. Gender Equality (GE) In November 2001, the Project won the Scotiabank Award for International Development, an award for incorporating women's opportunities and gender equality into the design and implementation of a project. In this reporting period, a local team of gender consultants was assembled. This is a group of five women volunteers who are professionals and government officials. They are dedicated to GE issues and the Women and Environment Network, which is supported by the project. The new WEN website (http://sdep.cei.gov.cn/women) has a number of articles available (Chinese only). WEN has been active in advocating gender and the environment to university seminar participants and has more activities planned. Upcoming work in the demonstration sites will include a gender awareness component. CP Information Systems Both the English and Chinese language web sites now include comprehensive information on Cleaner Production in China and this project, since it is SETC's official CP in China site. The web server installed in China (URL: http://www.chinacp.org.cn) is running with no major interruptions. Usage of the web site continues to increase. (See User Statistics) Upgrading of site content continues in both languages and the sites are updated in parallel, with the Chinese office managing the Chinese version. Important project documents, such as newsletters, conference papers and fact sheets are available through both English and Chinese sites.
