China-Canada Cooperation Project in Cleaner Production
Status Report:
Project Implementation Policy and Regulation for CP Implementation The objective for policy and regulation activities is to change the focus of industrial pollution control from end-of-pipe treatment to pollution prevention through cleaner production. It is important to derive the essential elements of policy that will contribute to the successful implementation of CP in China. During this reporting period, the Chinese expert group worked on finishing its case study work and final report. With the completion of this report, all the original goals for this activity will be complete. The actual results have exceeded the project's initial design - national Cleaner Production legislation was not one of the original expectations. It is expected that the project's Chinese expert group will be called upon to provide advice and clarification as the National People's Congress considers the 'Clean Production Promotion' legislation in 2002. The four-year project extension will be used to promote the expansion of CP policy across all sectors of Chinese industry and society. CP Development Plan for Priority Sectors Work was previously completed on CP manuals and guidelines for the first two priority sectors, Pulp and Paper and Fertiliser. Work on the third sector, Chlor-alkali/PVC, was completed during this reporting period. This sector's CP guideline has three parts:
Progress on the last sector, Brewery, included the completion of a CP audit at Wuming Brewery and presentation of possible CP options. The audit manual was completed, and work the CP sector guideline was started. At Wuming, eighteen possible CP options were identified. These options were ranked by a cost/benefit analysis, using the following factors:
This ranking method showed the top CP options to be ones involving waste water monitoring and training, both of which are management solutions, not technological solutions. These kinds of solutions are within the grasp of all breweries, provided management values CP. Follow-up work at Zhejiang Juhua Group (chlor-alkali/PVC) focused on monitoring and evaluating the implemented CP solutions. Recent improvements significantly reduced leaks of VOCs (volatile organic compounds), thereby improving process efficiency while reducing the exposure of workers to toxic gases. (See Improving Worker Health and Safety Through Cleaner Production and Progress in Cleaner Production at a Chlor-Alkali/PVC Plant in Zhejiang Province) Training and Awareness Raising The Chinese government has set CP as one of China's top strategic policies for sustainable development. The project selected some training and awareness raising activities to support the '10 Demonstration Cities' program as an expansion of the original project design. This geographical expansion has enhanced the project impacts. One workshop and one training course were delivered in China during this reporting period. The Tianjin Workshop on Sustainable Development and CP (October 11-12, 2001) involved 54 participants from industry and government, from many sectors. The workshop objectives included raising of CP awareness, especially in priority sectors and in Tianjin (one of the demonstration cities) and promotion of CP practice. A Leadership and Management Training Course in Shanghai (January 23-24, 2002) involved 37 participants (including 12 women) and focused on making CP succeed in an enterprise. During this reporting period, one study tour was held in Canada, the CP Technology Improvement Study Tour (October 27 - November 12, 2001) with 12 Chinese trainees, 6 of them women. This tour studied Canadian approaches to CP in various industrial sectors, pollution prevention policy development, and gender issues. Other awareness raising efforts included the eighth issue of the project newsletter (in Chinese and English) and a new fact sheet on Worker Health and Safety. These and previous newsletters and facts sheets were used for awareness raising at workshops, seminars and other activities, and were also distributed at the International Conference on CP in Beijing (September 2001.) The project video (May 1999, versions in Chinese and English) continues to be used extensively for awareness raising. It highlights CIDA's contribution in supporting China's cause of environmental protection through cleaner production. With assistance from the project, CP Guideline books and manuals were being produced during this reporting period. These materials assist with training and awareness raising and promote sustainability of project impacts. They are essential to Chinese government initiatives to popularize CP through the 10 Demonstration Cites Program in priority sectors and to promote the West Development Strategy. Gender Equality (GE) The Project won the Scotiabank Award for International Development, an award for incorporating women's opportunities and gender equality into the design and implementation of a project. The project delivered a workshop at the Anhui ETC in Hefei, Working Towards Gender Equality (December 7-8, 2001) which included 11 men and women from demonstration factories and Anhui ETC. There was also a gender component in the Canadian study tour. CP Information Systems Both the English and Chinese language web sites now include comprehensive information on the Cleaner Production in China and this project, since it is SETC's official CP in China site. The web server installed in China (URL: http://www.chinacp.org.cn) is running with no major interruptions. Usage of the web site continues to increase. (See User Statistics) Upgrading of site content continues in both languages and the sites are updated in parallel, with the Chinese office managing the Chinese version. Important project documents, such as newsletters, conference papers and fact sheets are available through both English and Chinese sites. Training of project management unit and SETC staff in database management systems was completed. Database applications to support the project office and the factories are still in development.
