Status Report: Project Implementation
Summary from Semi-Annual Report No. 9, April 2001 - September 2001

Policy and Regulation for CP Implementation

The objective for policy and regulation activities is to change the focus of industrial pollution control from end-of-pipe treatment to pollution prevention through cleaner production. It is important to derive the essential elements of policy that will contribute to the successful implementation of CP in China. During this reporting period, the project's Chinese expert group submitted at report to SETC on the fifth and final draft of the proposed national CP legislation. This expert group also continued to prepare case studies in target sectors and to investigate interactions between CP and ISO 14000 in actual practice. In September 2001, an International Conference on CP was held in Beijing (in concert with other organizations) on CP policy and techniques. Conference proceedings will be published in book form next year.

CP Development Plan for Priority Sectors   

With work complete on CP manuals and guidelines for the first two priority sectors,  Pulp and Paper and Fertiliser, documentation for the third sector, Chlor-alkali/PVC was finalised. An audit manual was completed and a sectoral CP guideline is under preparation.

Work to produce CP guidelines for the fourth and final sector, Brewery, started in April 2001 in the now well-tried fashion:

  1. collect information about the sector in China

  2. identify a representative number of plants (usually 6) for an initial inspection

  3. produce a report which presents a baseline analysis of the sector

  4. choose one plant for in-depth auditing

  5. conduct a pre-audit of the plant

  6. conduct an audit of the plant

  7. produce a draft and then final guideline

During this reporting period, tasks 1 through 5 were completed, and project research into CP initiatives for the sector has produced a brief audit questionnaire, which is available on-line. (See Brewery Audit Checklist.) The plant chosen for detailed auditing was Shandong Wuming Brewery.

There was also follow-up to monitor progress and performance at all facilities audited to date as a part of the program. (For details on the first sector, see the April 2001 report Assessment of the CP Implementations in Six Anhui Province Pulp and Paper Mills.)

In the Chlor-alkali/PVC sector, an evaluation was done at the Juhua Plant in Quzhou. After a cost/benefit analysis, 9 out of 21 identified CP options were selected for implementation. When implemented, the CP solutions would achieve the following environmental objectives:

  • Water conservation

  • Recovery of finished and intermediary products, which are currently lost to the environment via air emissions and liquid effluents

  • Health and safety improvements

Training and Awareness Raising

The Chinese government recently set CP as one of China's top strategic policies for sustainable development. The project has selected some training and awareness raising activities to support the '10 Demonstration Cities' program as an expansion of the original project design. This geographical expansion has enhanced the project impacts.

During this reporting period, one study tour was held in Canada, the CP/P2 Management and Policy Study Tour, with twelve Chinese participants including two women.

Other awareness raising efforts included the seventh issue of the project newsletter (in Chinese and English) and a new Facts Sheet focusing on the Environment. The project video (May 1999, versions in Chinese and English) continues to be used extensively for awareness raising. It highlights CIDA's contribution in supporting China's cause of environmental protection through cleaner production.

In order to promote CP and disseminate information in the two initial project industrial sectors,  four CP guidelines and manuals for awareness raising and training were recently published. Also, four additional CP guidelines and manuals are being produced, related to Policy and Law, Sectoral Guidelines, Pollution Prevention Planning and Implementation.

Gender Equality (GE)

In China, the project's Women and Environment Network (WEN) has been active in organizing "Women and CP" activities. These activities have included speaking to professional people (the Environment Protection Research Institute) and to primary students. The WEN encourages children to make environmental protection a part of their lives. See WEN website: http://sdep.cei.gov.cn/envir_sub/index/ja.asp 

International Children's Day, June 2001. Project newsletters, environment videos, CDs, and songbooks being distributed by project participants.

A visit to the project's new demonstration site produced much interest on the part of workers and management. For more information see Report of Gender Equality Activities in Zhoucheng, July 2001 at Wuming Beer Co. Ltd. WEN members also participated in OXFAM's "Gender and Development in China" conference in Beijing in August 2001.

Details of the project's GE work are available in a November 2000 GE Fact Sheet. In the Chinese training programs, more than 30% of those involved were women. GE components were again included in a Canadian study tour (CP/P2 Management and Policy Study Tour, July 2001.)

CP Information Systems

Both the English and Chinese language web sites now include comprehensive information on the Cleaner Production in China and this project, since it is NDRC's official CP in China site. The emphasis has shifted from being project-centric to being cleaner production centered. Expansion of site content continues in both languages. 

The web server has been installed in China with the additional URL http://www.chinacp.org.cn. It runs in parallel with the Canadian server. Training of staff to ensure the sustainability of existing systems is underway. The approved hardware and software have been purchased and installed in Beijing and some factories. Prototype database applications are still in testing and development.
