China-Canada Cooperation Project in Cleaner Production
Status Report:
Project Implementation Policy and Regulation for CP Implementation The objective for policy and regulation activities is to change the focus of industrial pollution control from end-of-pipe treatment to pollution prevention through cleaner production. During this reporting period, at the request of SETC, the project's Chinese expert group reviewed the fourth draft of the proposed national CP legislation (the fifth draft is now under review.) This expert group also prepared a report on CP implementation in Jiangsu province, a case study on implementing ISO 14000 in Suzhou Industrial Park, and an analysis of CP policies from Canada and other countries. All of the essential elements recommended by the project were included in both the municipal regulations of Taiyuan City (the first city to introduce CP regulations) and the draft National People's Congress CP legislation. CP Development Plan for Priority Sectors Work (including translation) is complete on CP manuals and guidelines for the first two priority sectors, Pulp and Paper and Fertiliser, and field-testing of the manuals has been successful. A draft guideline and audit manual for the PVC/Chlor-alkali sector will be released soon. A decision was made in September 2000 to switch the fourth sector from the alcohol to the brewery sector, and so activities in that sector were delayed. Representative breweries have been chosen, and project research into CP initiatives for the sector has produced a brief audit questionnaire, which is now available on-line. (See Brewery Audit Checklist) Testing of the CEpH (rather than CEH) bleaching process was completed, and the results were uniformly excellent. The Chinese Project Office will decide on whether to implement it. Pulp and Paper Sector Assessment Report As the project's work in the Pulp and Paper sector is largely complete, the team formally inspected the 6 Anhui province plants that implemented CP programs to validate the work and results. These 6 plants represent 47% of the pulp and paper production of Anhui Province. Table 1: Participating mills in Anhui Province

Training and Awareness Raising The Chinese government recently set CP as one of China's top strategic policies for sustainable development. The project has selected some training and awareness raising activities to support the '10 Demonstration Cities' program as an expansion of the original project design. During this reporting period, five workshops and training courses were held in China:

Other awareness raising efforts included the sixth issue of the project newsletter (in Chinese and English) and a fact sheet focusing on CP solutions at the chlor-alkali/PVC plant of the Zhejiang Juhua Group Corp. The project video (May 1999, versions in Chinese and English) has been used extensively for awareness raising. It highlights CIDA's contribution in supporting China's cause of environmental protection through cleaner production. In order to promote CP and disseminate information in the two initial project industrial sectors, four CP guidelines and manuals for awareness raising and training were recently published. Also, four additional CP guidelines and manuals are being produced, related to Policy and Law, Sectoral Guidelines, Pollution Prevention Planning and Implementation. Gender Equality (GE) As the Project extended its efforts to additional locations, including a PVC/Chlor-alkali plant in Quzhou, gender awareness activities expanded. Details of the project's GE work are available in a November 2000 GE Fact Sheet. In the Chinese training programs, more than 30% of those involved were women. GE components were again included in a Canadian study tour (Pulp and Paper Technical Study Tour, February 2001.)
CP Information Systems Following SETC’s decision in September 2000 to assume responsibility for the project web site and convert it into SETC’s CP web site, both the English and Chinese language web sites were redesigned into a format more appropriate for SETC sponsorship. The revised sites both include comprehensive information on the cleaner production project and CIDA’s involvement, but the emphasis has shifted from being project centric to being cleaner production centered.
