Status Report: Project Implementation

Summarized from Semi-Annual Report No. 7, dated October 31, 2000.

Policy and Regulation for CP Implementation

The objective for policy and regulation activities is to change the focus of industrial pollution control from end-of-pipe treatment to pollution prevention through cleaner production. During this reporting period, new requests were received from SETC and NPC (National People's Congress) for the Project to assist them in drafting the CP Act. (The Third Edition of the Drafted Act is under review.) Also, the Chinese expert group is comparing relevant CP/PP policies from other countries. A policy workshop in May 2000 was a great success, and an international conference on CP policy is being considered. A preliminary report on CP fiscal policy was delivered to SETC for review. The report takes into account the recent shift from a centrally planned economy to a more market driven one. Additional CP policy case studies are planned, and the expert group has assisted SETC in preparing CP guideline books for industries. Efforts to support the 10 CP Demonstration Cities and the 5 Industrial Sectors will be a focal point in the next months.

CP Development Plan for Priority Sectors

Project work on CP manuals and guidelines for the first two priority sectors,  Pulp and Paper and Fertiliser, is largely complete, and they are being translated into Chinese. (A companion document, a CP audit checklist for a typical Chinese pulp and paper mill, was also created, translated and made available on-line.) Following a CP audit at Quzhou Plant, CP guidelines for the third sector, PVC/Chlor-alkali, are being created. Guidelines for the fourth sector, Fermentation, will be written after sector analysis.

Follow-up work on the demonstration projects continued, although the Anhui Paper Mill was temporarily closed during a change of ownership. Laboratory testing of the C-Ep-H (rather than C-E-H) bleaching process by the China National Council of Light Industry showed it to be more effective, cheaper and less polluting. This will be implemented at a Chinese paper mill and the results published.  Additional monitoring equipment was installed at the Fuyang Chemical Works, and data will be collected and analysed. Professionals from other chemical plants and pulp mills are visiting these demonstration projects for training in CP audits.

Training and Awareness Raising

The Chinese government recently set CP as one of China's top strategic policies for sustainable development. The project has selected some training and awareness raising activities to support the '10 Demonstration Cities' program as an expansion of the original project design.

During this reporting period, five workshops and training courses were held in China, including Process Improvement Training, CP Audit Training, and a CP Nitrogen Fertilizer Technical Workshop. A CP Awareness Raising Study Tour was held in Canada. 

Other awareness raising efforts included the fifth issue of the project newsletter (in Chinese as well as English) and a fact sheet focusing on the Fuyang Demonstration project. The project video (May 1999, versions in Chinese and English) has been used extensively for awareness raising. It highlights CIDA's contribution in supporting China's cause of environmental protection through cleaner production. Guidelines for promoting CP in the first two industrial sectors are being produced. Also, project members participated in public environmental events.

Gender Equality

As the Project extended its efforts to additional locations, including a PVC/Chlor-alkali plant in Quzhou, gender awareness activities expanded. Gender Equality Working Groups are active at both existing demonstration factories, and one will be set up at the plant in Quzhou. In the Chinese training programs, more than 30% of those involved were women. GE components were included in the Canadian CP Awareness tour and the National Fertilizer Workshop in Beijing in August.  (This was the first time GE had been included in a technical training workshop.)

CP Information Systems

During this period, SETC decided to take over the long-term responsibility for the web site as its Cleaner Production web site. This led to the redesign of both the Chinese and English web sites to reflect the mandate of SETC. Planning continues for the physical transfer of the web site to a Chinese server, and a full-time web site assistant was hired for the Project Office. Information is being added continuously to both the Chinese and English web pages, and use of the web site (especially the Chinese pages) is still increasing steadily. IT equipment needs for new project factories are being reviewed, and eleven new micro computers have been placed in factories and project offices.
