Status Report: Project Implementation

Policy and Regulation for CP Implementation

The objective for policy and regulation activities is to change the focus of industrial pollution control from end-of-pipe treatment to pollution prevention through cleaner production, with an emphasis on incentives rather than punitive measures.

The CP project is progressing on several tracks and attacking the problem of waste and inefficiency at the macro and micro levels concurrently. Success at the micro level (as demonstrated by several new case studies in China) will improve awareness at the policy-making levels that CP not only benefits the environment but is good for business. The Chinese expert group is developing a CP policy framework for consideration by SETC.

CP Development Plan for Priority Sectors

Implementing CP involves reducing pollution and energy consumption, and using raw materials more efficiently. Significant and sustainable results have been achieved at the project demonstration plants. At Anhui Paper Mill and Fuyang Plant, reductions in the emission of pollutants as a result of CP have been objectively measured, and significant financial benefits have been demonstrated. Also, the Fuyang plant developed and implemented an additional successful demonstration project on its own .

Audit manuals and guidelines for the pulp and paper and fertiliser sectors are complete. The audit process for the cholor-alkali/PVC sector was began with pre-audit activities at a demonstration factory in Zhejiang Province.

Training and Awareness Raising

The Chinese government recently set CP as one of China's top strategic policies for sustainable development. The project has selected some training and awareness raising activities to support the '10 Demonstration Cities' program as an expansion of the original project design.

Several training opportunities were recently provided in China, including three more computer training courses, a CP design workshop, Process Improvement training, a Sustainable Development and CP workshop, and on the job training.  Also, three more study tours (30 Chinese trainees visiting Canada) took place - a CP Technical tour, a CP Awareness Raising tour, and a Globe 2000 study tour. 

The project video (May 1999, versions in Chinese and English) has been used extensively for awareness raising. It highlights CIDA's contribution in supporting China's cause of environmental protection through cleaner production. The fourth issue of the project newsletter was published and translated for use at workshops, seminars, and conferences.

Gender Equality

After almost two years of gender equality initiatives, the level of gender awareness among project partners has grown considerably, along with support for gender equality. Gender Equality Working Groups are active at both demonstration factories. In the training programs, more than 30% of those involved were women. Three gender equality sessions were included in the CP Technology tour, and 15% of the Canadian project team are women.

CP Information Systems

The Project Office in Beijing has successfully taken over the design and updating of the Chinese web pages. Information is being added continuously to both the Chinese and English web pages, and use of the web site (especially the Chinese pages) has increased steadily.
