The State Economic and Trade Commission (SETC)

Description

The State Economic and Trade Commission (SETC) of the People’s Republic of China is a department of the State Council.  SETC ia macro-economic regulatory department, with a mandate to regulate the near-term operations of the national economy.

The important aspects of SETC's mandate and responsibilities in the context of cleaner production/pollution prevention as described in SETC's web site are:

  • To organize the formulation of the country’s industrial policies, supervise and inspect their enforcement; to guide the country’s industrial restructuring effort, and put forward restructuring programs for key sectors and key products; to liaise with the social intermediaries in the industrial and commercial communities and guide their reform and restructuring.
  • To oversee the overall enterprise work, exercise macro management and direction over enterprises of various ownerships, and regulate the rules for business conduct; to study and design the guidelines, policies and restructuring programs for the reform of the country’s state-owned enterprises, and push ahead with the institution of the modern enterprise system; to study policies and measures for the development of large enterprises and enterprise groups, and guide the strategic reorganization effort of the state-owned enterprises; to participate in the guidance for enterprise direct financing, and guide the state-owned enterprises in their management, turning around losses and corporate burden relief; to guide the reform and development of the nation’ s small and medium-sized enterprises; to organize and administer intra-corporate legal advisory work; to guide the training of business managers and executives.
  • To study the guidelines and policies for enterprise technological progress, and guide the technical innovation, introduction of technology, the localization of key equipment as well as the research and development of key technology and equipment; to guide the nation’s effort for the conservation and integrated utilization of resources, and organize and coordinate industrial environmental protection and the development of the environmental protection industry.

 SETC  is composed of 20 internal offices, departments and bureaus. Under the mandate of the State Council, SETC exercises management over 10 state administrations.
