Environmental Protection Institute of Light Industry --EPILI

Description

The Environmental Protection Institute of Light Industry  (formerly the China National Council of Light Industry (CNCLI) was established in 1979. It is located in the National Administration of Light Industry (NALI). 

The EPI is a comprehensive research institute which concentrates on technology development and other services in light industry including the food and fermentation industry, the pulp and paper industry, the leather and fur industry and the household chemicals industry.  Services provided include:

  • technology research and development, engineering design and consulting on the comprehensive use of resources, and pollution control and treatment in light industries;

  • investigation, monitoring and evaluation of pollutant discharge sources from industries;
    drawing up national discharge standards for light industries;

  • environmental impact assessment of various constructions projects in light industries;

  • studying and making out technology policies on environmental protection of related light industries;

  • carrying out demonstration activities to promote cleaner production in some light industries;

  • information services on environmental protection of light industries.

The EPI currently  has a staff of 126 of whom 99 are technical personnel.  The technical staff includes three Professors, 36 Senior Engineers, 43 Engineers and 17 Assistant Engineers. the EPI is divided into six technical divisions:

  • Two environmental engineering departments.

  • Department of analysis, monitoring and assessment

  • Civil engineering department

  • Department of comprehensive utilization of by-products from some light industries or agriculture

  • Department of information services, journal editing and publishing.

At the same time the EPI has provided technical support and services on occupational safety and health in light industry. Activities include:
  • Drawing up engineering design standards for occupational safety and health

  • Analysis and detection of harmful on-site pollutants and general safety hazards in large scale chemical factories

  • Assessment of production safety in large-scale factories

Since its inception, the EPI has completed about 100 research, development and consulting service projects, of which eight have been cited as the best practical technologies by the Ministry of Science and Technology, the State Environmental Protection Administration and the National Light Industry Agency.  It has received more than 20 prizes from the Ministry of Science and Technology, the Ministry of Agriculture and the NLIA and local governments. The EPI has completed nearly 40 designs of pollution control and treatment projects with more than a million Yuan RMB investment, and more than 20 environmental impact assessment projects for large and medium sized construction projects.   Since 1985, 11 postgraduate students have trained at the Institute and received their Masters Degrees in Environmental Engineering. The Institute has also received the following certificates: 
  • certificate in engineering consulting in light industry (Class A i.e. first class)   from the State Development Planning Committee

  • certificate in environmental impact assessment in light industry (Class A) from the State Environmental Protection Agency (SEPA)

  • certificate in environmental engineering design in light industry (Class B) from SEPA

The EPI maintains close links with organizations such as UNEP and similar organizations and institutions in Canada, Japan, the United Kingdom, Sweden, Poland and a few other countries.  At the moment the organization is involved in two international projects, the China-Canada Cooperation Project on Cleaner Production and Cleaner Production demonstration activities in the pulp and paper industry (part of the Network of Industry Environmental Management--NIEM-- project associated with UNEP/ROAP).
