The Juhua Corp. Chlor-Alkali/PVC Plant, Quzhou, Zhejiang Province

Description

The Juhua Corp. Chlor-Alkali/PVC is located in Quzhou, Zhejiang Province.  It is one of many process plants in the Juhua industrial complex. The plant has 800 employees and it manufactures the following products:
  

Caustic (NaOH, 35%)    -    120,000  metric tonnes per year
Chlorine (Cl2)   - 106,000  metric tonnes per year
Hydrochloric acid (HCl, 28%)   - 7,200  metric tonnes per year
PVC    - 35,200  metric tonnes per year

The technology of the Chlor-Alkali plant is that of diaphragm cells electrolysis. The technology of PVC manufacturing is the carbide-acetylene based process.

The factory receives assistance in implementing cleaner production from the China-Canada Cooperation Project on Cleaner Production. When implemented, CP solutions would achieve the following environmental objectives:

  • Water Conservation

  • Recovery of finished and intermediary products which are lost to the environment via air emissions and liquid effluents.

At the Juhua Chlor-Alkali/PVC Plant, CP work has progressed very quickly:
 

March 2000 Process pre-audit and CP training
August 2000 CP Audit, including preparation of process flow sheets, list of environmental emissions and field measurements of air emissions, flow rates and composition of liquid wastes
November 2000 An engineering report based on the CP Audit was issued to present a list of 21 potential CP measures and solutions (CP options) for discussion with the managers and technical staff of the plant.

December 2000

Each of the 21 options was reviewed and discussed at the Juhua plant. The discussions addressed order of magnitude capital cost, operating costs, equipment requirements, savings, and environmental benefits. As a result of the review, 9 CP options were selected for implementation.
January 2001 Further engineering work to bring the selected SP options to the implementation, procurement and construction stages - which are planned for the third quarter of 2001.
