Anhui
Paper Mill was one of major projects undertaken during Chinas first
five-year plan. Construction was completed in 1954 and the plant began production on April
16, 1954. It is now one of the biggest non-wood pulp and paper mills in China. Situated in
Huainan City, Anhui Province, the mill covers an area of 830,000 square meters and has an
annual production capacity of 40,000 tons. The mill has two pulping lines, one for wheat
straw pulp and another for reed pulp production. Other facilities include 10 fourdrinier
paper machines, a power station, an alkali recovery plant, a water works, a chemical
plant, a machine shop, a maintenance department for electrical equipment, and a civil
engineering branch. The plant is served by its own railway siding. The Anhui Paper Mill
has fixed assets of 170 million Yuan RMB.
In order to maintain its high quality levels, the Anhui Paper Mill has adopted modern management techniques and training practices. It is presently increasing its efficiency by improving its production practices and by streamlining staff. In recent years the mill has won a number of national awards for management. In 1990, the paper mill was classified as a national second-class enterprise by the related authorities under the State Council and was listed in 1992 as one of the "fifty biggest enterprises of Anhui Industry" by the Anhui Provincial Government. Before the end of 1997, the paper mill effluent discharged into the Huaihe River was certified as meeting the National Discharge Standards of Water Pollutants for the Paper Industry.
