The DFID seeks to work in partnership with governments which are committed to the international targets, and seeks to work with business, civil society and the research community to encourage progress which will help reduce poverty. It also works with multilateral institutions including the World Bank, UN agencies and the European Commission. Its technical co-operation programme has concentrated on the environment (including environmental planning, water resource management and energy efficiency), education and a variety of activities under the heading of effective administration.
