SIDA gives special emphasis to environmental objectives in selecting development projects. There is considerable Swedish expertise and technology in this area, as well as commercial interest in projects in the area. Therefore, the conditions for cooperation in the environmental sector are good. Contributions will largely be in the form of credits.
Cooperation in the environmental sector should also include the exchange of information between the two countries, and the development of both institutional relations in the environmental sector and relations between environmental experts in the two countries. There should also be a geographical focus on north-eastern China, which has the worst environmental problems and which has been given priority by China.
It is suggested that there will be a concentration on the "brown" environment, such as production technology, air pollution and water and sewage. Cooperation can also include strategic areas such as environmental economics, environment legislation, environmental training and environmental aspects of business and commerce. In addition, cooperation within the framework of the Montreal Protocol should be expanded through, among other things, SIDA's planned project in China on the reduction of substances that are harmful to the ozone layer.
Contract-financed technical cooperation, credits and courses are the forms of assistance that are most appropriate for cooperation with China.
