Recent Norwegian development assistance to China has been mainly channeled to environmental projects, industrial and commercial cooperation and cultural cooperation, and to some extent through non-governmental organizations (NGOs).
The most important priorities in environmental aid are monitoring of air and water pollution, cleaner production, environmental statistics, planning and management, fisheries management and cultural heritage protection. Norwegian environmental expertise focuses particularly on environmental impact assessments and methodology.
In all projects, emphasis is placed on upgrading expertise and training and improving environmental management at national and local level, with a view to enabling China to solve its environmental problems. The country is required to provide a large proportion of project funding. Environmental cooperation between the Norwegian Ministry of the Environment and the Chinese environmental authorities is also financed through the allocation for extended environmental cooperation.
