Cleaner Production as a
modern management tool
Experience from the Liaoning Integrated
Environmental Programme (LIEP)
1. Background
The Liaoning Integrated Environmental Programme (LIEP) is a
co-sponsored project between the European Union (contribution 37
Million Euros) and the Liaoning Provincial Government
(contribution 11,5 Million Euros) and therefore the largest
Sino-European Cooperation in China. The programme is implemented
by two Chinese governmental intuitions, the Liaoning Planning and
Development Commission (LNPDC) and the Liaoning Environmental
Protection Bureau (LNEPB). The programme is covering many
environmental aspects, particularly: environmental awareness,
urban sustainable planning, water resource management, air quality
management, capacity building, energy, cleaner production,
industrial restructuring and investment promotion. The Liaoning
Cleaner Producution Centre (LNCPC) implements the component
cleaner production.
2. Activities and achieved results
During the last two years of implementing the programme
accomplished several results.
Liaoning Provincial Government issue the Liaoning Cleaner
Production Action Plan. During this five-year planning period
(2001 – 2005), 60% of all major polluters shall implemented
Cleaner Production measures. For 2001, CP assessments are carried
out in 100 enterprises until end of October. The LIEP Lot F
Cleaner Production Component provides support to these activities
in form of training course (theoretical and on-site). In addition,
it is planned to support some companies for the implementation of
their CP measures through a Revolving Fund (CPRF), which consists
of an initial capital of 10 Million Euros. Furthermore, part of
the provincial and municipal pollution levy fund is used for
covering the costs of the CP assessment and implementation of CP
high-cost options. The LIEP Lot F Cleaner Production Component
supports an advisory board, which assists LNEPB for the
implementation of the Liaoning Cleaner Production Action Plan.
For the end of the year, the first provincial CP round-table is
planned for discussing experiences made so far and honouring
outstanding companies and persons for the achievements in Cleaner
Production.
With the assistance of the LIEP Lot F Cleaner Production
Component, LNCPC is elaborating policies studies to establish a CP
indicator system. The first sector will be the iron and steel
sector. In addition, working procedures are work out to integrate
Cleaner Production in the environmental impact assessment
procedure in Liaoning province.
For the lasting three years of the LIEP Lot F Cleaner
Production Component, it is foreseen to carry out additional
policy studies to establish CP indicator systems for the
petrochemical sector and other important sectors in Liaoning
Province. Building up capacity and therefore training activities
for the further implementation of the Liaoning Cleaner Production
Action Plan will be the main focus.
